ExclusionHQ

About

ExclusionHQ checks staff and contractor lists against the exclusion lists that federal and state agencies publish for exactly this purpose: the HHS-OIG List of Excluded Individuals/Entities (LEIE), SAM.gov and state Medicaid lists. It is made by Wikivec Inc., a Delaware company. We are not affiliated with HHS-OIG, GSA or any state agency.

Where each list comes from

  • The OIG LEIE: the full file HHS-OIG posts each month at oig.hhs.gov, which replaces the previous one and drops people who have been reinstated. See the OIG exclusion list.
  • SAM.gov: the public exclusions extract the General Services Administration publishes every day. See SAM exclusion search.
  • 20 state Medicaid lists: each downloaded from the state agency's own site every day. 21 more states publish lists we can't read automatically yet (a PDF, a search page, a site that refuses downloads), and their pages say how to check them by hand. See state Medicaid lists.

How a download is checked before use

A new copy of a list replaces the one in use only if it passes every check:

  • The download finished and is the kind of file the agency publishes (a spreadsheet, CSV, table or data file).
  • Every column we read, such as the names and dates, is where we expect it.
  • It lists people, and not more than a fifth fewer than the copy in use.

If any check fails, the last good copy stays in use and the coverage page shows its date and that the latest download failed. Every result names the copy of each list it was checked against, so a report always says what it was based on.

How well the matching works

We measured it on the published lists: all 300 excluded people entered with typos, nicknames and other variations were found; 99.67% of 2,094 people listed by two different agencies were matched across the two spellings; and clean names set off an alarm on the LEIE 0.03 to 0.4 times per 100. How matching works has the method and every number, including what no name check can catch.

What we don't do

  • Results are potential matches to verify on the agency's own record, not legal advice or a final determination.
  • We check exclusion and termination lists, not licence status or criminal records.
  • The free check keeps no names. Plans keep your roster to re-check it; the privacy policy says how.
